Steam discs come in 3 different configurations depending on era. These are known to BoS as "Steam (.cab)", "Steam (.sis/.sim/.sid)" and "Steam (.sis/.csm./.csd)". The .sis is useful here as it tells one what Steam Depots/Manifests is actually included on disc and can be checked against https://steamdb.info/.

Languages for Steam discs should only be added if the dumper actually tested the game without having it connect online. Sometimes the binaries needed to do this will not be included on disc, making checking languages impossible. So always check with dumper where they got the languages from if they included any.
